If I had to bet at this point whether Roman keeps the title until post-Hogan I would say yes. I think WWE really wants to establish him as the greatest WWE champion of all time and maybe he won’t beat Bruno first reign but at least he’ll be the longest champ since the 80s. I feel like he probably beats Rock at Mania and loses to Cody late 2024 or even at WM 41

I think it’s a single reign. I don’t know if Roman can touch Hogan’s combined reign.

To beat Hogan's run would mean he'd go until Summerslam as the Champion. So if Rock/Roman is actually on the table for Summerslam in the WWE Creative hivemind, then it is very much possible we see him successfully defend at Mania. In that case, who knows... maybe they won't go with Cody/Reigns II after all. Or not in a one-on-one setting.
