According to PWInsider, Ring Of Honor will air tonight on the New England Sports Network. While it may not be picked up by all of NESN's affiliates, this week's episode ofROH TV will air at midnight eastern. The episode featured the ROH in-ring return of Chris Sabin, as well as Alberto El Patron in action.
Ring of Honor has yet to make an official announcement about the airing yet, so tonight's episode may not be considered the "official debut" by the company. New England Sports Network has operated since March 1984, and is available on both DirecTV and Dish Network.
ROH TV is currently in syndication by Sinclair Broadcast Group, the company that owns ROH. They acquired Ring of Honor in May 2011, and used the promotion to air weekly programming on the group's stations, with the intent to syndicate later on non-Sinclair station.
Ring of Honor formerly ran a show on HDNet, which later became AXS TV. ROH is also still active on PPV and iPPV.

I cross referenced the pwinsider article and it seems like this is a national syndication deal with NESN, with the shows airing on NESN being on a few days delay. Allowing for the show to first air on Sinclair stations on the weekend, and then go out to NESN on Monday nights.
But this is big. This is a legit national TV deal for ROH if everything comes together.
