I would imagine it's licenses. It came on the laptop when I bought it. CBA to know what version it is.

Basic edition doesn't allow you to change your desktop...it's like the Nazi version of Windows.

Right Click on Computer - Properties - Scroll down and look if it says this:

If it doesn't, and it's not activated, tell me and I'll find you a loader you just download and run and it'll activate it and end that bs.
