America is in the Pokemon universe, in theory through Unova, and he was a former Lt. for America that fought in the Great Pokemon War, which many have thought to be a reference to World War II. When the war ended Surge either stayed in Kanto, was a PoW, or went back to Kanto to start his own gym and trainer people in electric types, which he is a fan of, and train to battle like an American. As well, the reason he may have hidden traps in his gym is that he may suffer from PTSD, and having the traps calms him down.

There was a whole Youtube video(s) and even several Reddit threads that dove really hard into this and it was interesting.
