I has a theory.

Since the next Pokemon game will come out on the Switch, I think it is going to use voice commands. Likely through the Switch app. So when you play the game, you can actually say out-loud "Pikachu, use thunder shock!". If you have nickname set up, you will have to say it into the mic so the game understands the name of said Pokemon in your voice.

Everyone wanted Litten to stay on all fours, and Game Freak knew they'd get heat for it. So...They made the final evolution of Litten...

A literal Heel Pokemon, so the heat it got was good heel heat.
