While I would have liked to have seen him takeover just to see what he could have done with them, his plan is pretty fucked up even though it sounds good. Releasing guys purely based off of their age is just Blue when their talent and what they can still offer to the company should be taken into place. So Heyman walks in and presumably Angle is the 1 over 40's guy he would keep, which would then mean guys like Sting, Flair, Hogan, Bubba, Dvon, RVD & Jarrett would just be gone right off the bat which I don't agree with. It feels as though he would be putting unnecessary restrictions on the company just to appease the IWC.
Let's say Heyman takes over and he's got Kurt as his over 40's guy and he gets a call from Batista who wants to return to wrestling but doesn't fancy the WWE schedule, is Paul going to flatout say no to him purely because of his age, despite what he could offer the company? Personally I don't really have a problem with their being several of the older stars, it's just the way they're the prime focus that I have issue with. Look at probably the two most high profile feuds going / have been going on in TNA and that's the whole Immortal takeover which in all honesty is only benefiting Hogan/Bischoff/Sting and then the second feud being Kurt/JJ.
If they just jiggled around a bit you could have someone like Crimson who they're building up the streak with, facing off against the founder of TNA in Jeff Jarrett and it could work wonders for Crimson. Get Flair in a straight up managers role for someone like Bobby Roode because he worked absolute wonders for AJ at the time and take him to the top against a heel who's backed by Hogan for example.
