My guess is to advance the coming feud with him and Bryan. But I personally would have made sure the belts were off of them by this point.

You feel that? Personally I feel that the titles kind of just are in the way. In my opinion dropping the belts (in a controversial fashion so they can blame each other) would work well as a catalyst for this feud. Because if they are doing the Bryan vs Kane match at mania that has been rumored/we have been talking about then I'm honestly not too keen of seeing tag champ vs tag champ on the grandest stage.
