Many of NXT's stars don't want to be called up to the Raw or Smackdown roster. WWE NXT Stars Are Reportedly Dreading A Possible Main Roster Call-Up

According to the Forbes article, "For many NXT stars, the lure of remaining in NXT--which consistently features better programming, higher quality matches and more entertaining storylines--could be more appealing than being 'promoted' to Raw or SmackDown, where nothing is a sure thing and the added exposure--or even bigger paycheck--might not be worth the trade-off of poor booking."

It goes on to state, "For any stars currently waiting in the wings in NXT, they can look to countless examples of stars who once fared incredibly well in NXT but have struggled on the main roster--Asuka, Authors of Pain, Bobby Roode, etc.--as cautionary tales: The better pay associated with a spot on Raw or Smackdown might not be worth the creative difficulties they will experience there."

Honestly, I can't blame them one bit. Look at anyone from NXT who came from there and went to the main roster only a hand full did or are doing anything worth note.
