HHH resurfaced on Twitter to point out that the company is working on taking NXT live events around the country, not the television tapings. WWE NXT television will only be taped at Full Sail University.
If they focus on small markets and small buildings that WWE doesn't normally run then I can see this working. The NXT tv show is really good to watch and they have enough talents on the roster to make it a worthwhile show to pay for and attend. They can always add a fringe main roster performer to the live events as well just to add a bit of star power to it. If they aim for buildings that hold less than 1k I think it can work and if they kept the cost down it would be worth attending.
