I might be wrong on the timeline, but I believe it’s because at the time the US championship was supposed to be the primary title of the US tours but then they created a strong brand and eventually introduced the strong championships rendering the US title kind of meaningless. So, when they retired the Intercontinental championship, they had still planned on having the US championship and it felt redundant probably having both.
