Both? There was about 1 minute of non shenanigans in the 15 minute match and the finish was a title change by count out after the champion was pulled outside of the ring by an illegal competitor behind the referee's back. A ref literally counted someone out that they didn't even watch to see if they got back in the ring

Thanks for clarifying, there's too often people say "this was the WORST MATCH EVER" when really all it is is a regular ass match with a screwy HoT finish
