It seems like most of the QB's playing today are completing just over (or under) half their passes, except the Packers' QBs and Fitzpatrick. Backups ftw.

Tolzien is doing alright so far but you can tell he's young and pretty inexperienced. However, the playcalling has been solid so that's compensated for the QB play.
