The more I look at it, the more the push on Tweet looks like a set-up. When the rest didn't bite, he was opportunistic enough to see Tweet's hint re: Mitch and shot him.
Now he pushed pretty solidly for Haza because he knows he needs Junk's vote to win early.

For a partner, by elimination I arrive at Rugrat; He's also the one who put the nail in Haza's coffin.
