For those of us that have had shoulder problems, you know that it can pop out by just lifting your arm in the air. So him re-injuring his shoulder in the way that he did really isn't that unusual.

And he will be back wrestling in about 2 weeks.

Actually, the story goes that Orton (and some versions even say Cena too) complained about how dangerous he was in the ring, So, yeah, he blames Orton for being fired.
