It's music for heads AND feet (*).
Techno, more often than not, was always made for people to dance to although it wasn't/isn't necessarily it's sole concern (unlike a genre such as disco). You certainly don't need lyrics and traditional songwriting values to convey emotion.

As per your example of rap music (aside from my pedantic side desperately wanting to rant about how rap, specifically, isn't a style of music! LOL), personally, I refuse to let poor derivatives cloud my view of what is the true essence of a style or sound.
What makes a good metal, hiphop, techno or whatever track will not change.
(For example: IMO all the diamond encrusted gangsta bullshit on MTV is NOT HipHop .)
