Booking of the titles aside, I don't really see it as a bad idea if WWE at least elevates the IC & US titles to guys who are not chasing the world title atm and then use the Television and European titles to, theoretically, build younger talent up.

Not saying they would, because I don't have any faith in WWE's booking. But it's at least an interesting thought.
