Legacy doesn't need expansion, it needs a complete reform. Rather than being a dominant faction consisting of individual personalities like Evolution was, Legacy is the RAW version of La Familia, with Orton as the head and Rhodes and DiBiase only serving as his lackies.

WWE should really focus more on giving Rhodes and DiBiase their own individual personalities instead of using them as generic lackies of Orton.
