It could be someone's debut, possibly. Or, if the blonde thing was for Eve not to be considered an attacker, they could end up finding out she was wearing a wig during the attack or something. I don't know.

No, it was Rain. But I suggested two different things. One would be a blonde Diva debuting (Flair's daughter maybe? Idk), and the other one would be Eve wearing a wig only when she attacked Kaitlyn to fool everyone, no reason for a Diva who's not a blonde to debut with a wig, they would've described the accurate color of the hair if that was the case I think.
If it was proper blonde hair Angelina Love would be more of a better guess than Velvet but neither are exactly WWE's version of PG.
