I watch Neur weekly, he is the best shot-stopper in the world, he's so demanding and powerful in his box, he catches a LOT, he's safe, he's smart, he's easily the best keeper in the world and to be honest it's by quite a margin now. I guess Buffon can sometimes challenge him, Cassilas on his day can maybe challenge him, Hart is far too inconsistent to be in this category in my opinion.

Overrated? Now, yes. Two years ago or bits of last year? No. Every keeper has weaknesses and crosses will always be his because of his size, he makes up for it for being the (previous, not now) greatest shot-stopper in the world.

I can't help but appreciate him, he's one of the greatest keepers I've had the privilege to watch. I watch him every week and have done for ages, I'm not sure how much you watch him but he's been very solid (apart from this season).

Buffon and Van Der Sar would always rival him, commenting on who is the "best" is always subjective, but I don't think you can be as negative about Iker as you are (imo), especially as you watched him in his prime periods it seems (2 or so years ago). How much have you seen of Cesar? If you want to use the word overrated, it's basically tatoo'd on his gloves.
Though I agree that Cassilas is a liability now, he's really out of form and has been for a year and a half or so now. It's hilarious and ironic that the man they want to replace the unreliable mistake-prone Cassilas is David De Gea 1:

I actually watched quite a bit of Cesar a couple of years ago as I had a fetish for Mourinho's Inter. One of the best defensive sides ever so I guess he did have a distinct advantage there. But always just thought he was a really good keeper.
