I guess you don't understand how Identity theft works. The way Identity theft works is if they have your information (which they have) they create a drivers licence or a passport or some sort of id with your name but their picture. Then they goto other goverment offices and get more stuff in your name, to support the fraud they have just started. Then they go to banks and take out loans or apply for new credit cards again under your name. They don't pay the loans back/or pay the credit cards and the debt collectors come knocking on your door and start harrassing you for the money.
The great thing for some though, is the fact that they really don't know anything about you... for all they know, your address is a home address, not a campus address (just throwing out a scenario), so when they start trying to change your address to suit their needs for a fake identification, it gets flagged because you're a student (again, just sticking to this scenario) living on campus out of state from your regular home already.
Also, and I could be wrong here, but you generally need your Social Security number to get your hands on credit cards... and the fact that they also don't know if you have credit cards with certain providers really limits their ability to apply for cards in your name... the CC companies will intervene if they see you're applying for another card through them. MasterCard has had a policy like this in place for years because of fraud... if you're applying for another MasterCard, you get the long-haul to it because they need to be sure you're not doing anything shady.
Also, with the FBI's presence in the case, it isn't favorable for them to try this anyways, and the CC companies will be on high-alert because of the FBI's presence to not do anything unfavorable, and the list of information the hackers got, was turned over to the FBI to run checks on the names.
Not saying it's impossible for them to pull off, but it's very unlikely right now.
