I haven't heard many TNA themes, but I think Hogan's is pretty awesome.

If it were a ripoff then the people who own the rights would sue and they wouldn't be using it anymore. Obviously it is different enough to keep them off their backs, so it's not a ripoff.

The laws are iffy at best. Look at sampling in rap, apparently if its under a certain amount of play time, you don't have to pay anything at all. Queen gets nothing for "Ice Ice Baby" it's ridiculous!
