Yeah.......if you had to credit it to somebody, I'd guess (at the most recent) Dusty Rhodes. JBL mentioned seeing him do it years ago the first 20 or 30 times Sheamus did it when JBL was doing commentary.
But, I'm pretty sure it was an old move when Dusty did it....eef yoo weel.

Pretty sure it started out as a heat spot for heels, it makes sense. Lock the babyface on the ropes and punish him slowly in front of the crowd.
That seems right. It strikes me as the type of thing that Gorgeous George would do, but then Thesz would turn it around on him and pound on him to the crowd's delight (okay...that sounded a bit too disturbingly sexual).

I don't recall Orton doing it in that match, but it doesn't surprise me that Sheamus didn't invent it. It's 2014 and professional wrestling has been around for how long by now? Nearly everything (if not literally everything) that's performed in the ring by this point has been taken from someone else from an earlier time.
