I'm still confused by the whole District runs CTU and how who works where shit. Mason worked at district but then got transferred to head of CTU etc makes no god damn sense.

District is a different building. I actually think it's where Palmer is right now if I heard correctly. But somehow district has control of CTU even thought they're sperate agencies. Apparently everyone at District outranks people at CTU even though CTU gets the shit done.
