To create a signature is pretty straight forward.

Click USER CP.
On the left hand side Under "Your Profile"
Click Change Signature, this will load the Editor.
And to include a Image post the image url link between

and click Save.

It terms of rules, just no nudity, nothing offensive the regular kind of things, and make sure it's not super massive.
