I voted. They're natural faces and will get a huge pop no matter what, but they should return as themselves, get over, win the tag titles. Reign for like 2 months or so. Then, amazing heel turn. Makes the heel gimmick feel better, indicating that they've snapped and lost it like they did in previous companies.
The WWE knows the hardy boys. Not their heel gimmick. Let them be themselves, then pull the trigger. It'll have that "wtf" feel to it.
