They don't own the rights to his being/name. They own his matches, but they do not own the right to induct him into the hall of fm arm without his estate's consent. Get that through your head.

You know, for supposedly being 2 years older than me, you act 7 years younger than me. His real name is Randy Mario Poffo, but his ring name was Randy Savage, they do not have the ability to induct him without the consent of his family or his estate. If you want a prime example of where this has happened in a similar way, look at Owen Hart. His wife doesn't want him in, hence he's not inducted.

The Owen hart issue was just settled last year, and that was for using of his matches on a DVD. His name could be said on TV and all, but it's essentially a similar concept with Savage. Lanny wants the poffos to be inducted as a family.
