Off the top of my head, is Leon Ruff one of the only real misses they had with it?

Yeah, the North American title has had some amazing champions, and matches even attached to it. One of the better designs also.

But honestly no they haven’t missed. Ruff might be the worst but at the time the underdog story they were going with worked.
I don’t remember Roddy’s run that well but I know it helped fulfill the prophecy which really was the over arching story

NXT North American title has had some great champions (first champ included suck it Hoss), and matches to go with it.

I’m just glad currently, most people would agree that Wes Lee is the best North American Champion. I’m sure in the future they will be a better run, but he definitely will be remembered as one of the best to hold it.
