I've been looking everywhere for a tut on how to insert a gif with an otherwise static banner?

I've wanted to know how to do this forever, but could never find any answers.

I'm seeing so many bad rates in this section, even with the Rating rule inforced. Too many people say they don't like something but don't elaborate, which is rather annoying because the designer doesn't improve at all with comments like that..
