Those exist and are called a Angled fed. It was the type of e-fed I was in for the longest and the only type I have been in.

yeah kinda, most still have you write the RPs and you're usually more involved in the shows creative

Not quite. It is essentially like a regular e-fed, but the people who run the fed and the people involved in matches talk about the angles are going to be doing, how they want it to go, and etc. Sometimes Promos are used to enhance the story, but nothing more.
