I wouldnt even do an interim because ppl will fucking flip out. Just have Rosa Toni for the main belt, Toni wins it, gets her official reign that isnt retroactive, then loses it back to Jamie when shes healthy or something. thats options a. option b (aka what we should all want) : put the belt back on the queen
