The first two seasons are slow, plodding, kind of a narrative mess. It generally only gets good when the Borg are involved tbh.

Even then, the movies are just poorly written too. Generations is not very good, First Contact is genuinely awesome (same with Nemesis), but then there's Insurrection, which has to be the worst Star Trek movie of them all.

Also I think Worf gets a lot more character development in DS9 as far as Klingon culture goes.
