They've honestly evolved from pretty blatant racist stereotypes to actually positive stereotypes and characters in themselves.

Look at Glass Joe for example, he went from a fucking dweeb Frenchie who always gives up to a determinator who will always come back from a beating for the next fight; Joe went from how people view the French post-WW2 to how they were post-WW1.

It also has a lot to do with the writing for the Wii version of Punch-Out! that makes these characters so endearing too tbf
