Then again, I'm a huge Moss homer and have him > Rice so take my opinion with a grain of salt, but I'd never say Chad Johnson was better than Moss. Dunno about others though.

You also have to take into account the QB throwing to them. Moss had literally the worst of the worst at QB in Oakland and still did pretty nicely for himself, Johnson had Carson Palmer, who's a damn good player.
