I saw it as Brain being dumb and wacky as he usually as since a Hogan heel turn didn't make sense at the time.

I think for smarks planting the idea he's the third man makes it even better because then you're like what...what...what could he really be? No, no, now way. He's the red and yellow, brother...wait, he IS the third man!

Brain only been saying Hogan was a liar and a cheat for like 15 years he just stayed true to character

Oh definitively, but I do think in the moment when we knew a third man was coming, Brain randomly saying is he the third man didn't make people think of that and more is he the third man. It's more in reflection.
