I could buy that it has made them a little more conscious of their violence levels, but I don't think that's the last time we'll see an unsanctioned match and I don't think it lead to Havoc getting depushed. I still think it's far more likely that him trying to drunkenly fight Excalibur caused him to fall out of favor.
