I used to say all the time that factions aren't much different than tag teams if you don't focus the entire companies story on them. WWE has almost always had a stable or two or three running around and many of them have lasted longer then the nWo even. The issue wit places like TNA was most of their stables wanted to run the company or put it out of business.

Inner Circle doesn't need to grow to be considered nWo like. I think the main issue with them is when they first started they did claim to be running the show. That's why they were called the Inner Circle. They don't do too much of that anymore. Although, it's been a minute since I've seen a show.
