what about a game like Wolfenstein when they kill nazis

Wolfenstein games, if they were banned or censored, then only due to Nazi imagery used in the game

That's also why the whole Nazi Zombie part in South Park Stick of Truth was heavily edited in the German version

They were just not allowed to show signs/logos associated with them

I do think I remember them removing the swastikas from one of the OG pc games.
