It's jut not the sole criteria. You add with the managing matches, being their secondary character and being someone who elevates their presentation. The thing with Swerve is Swerve doesn't talk FOR Nana. He speaks in conjunction with him. Like when Punk and Heyman took turns speaking. Heyman being the manager. Nana however is the guy who appears in Swerve's corner coaching him.
