That's the scam with internet providers... you want MB/s but the stat they quote is Mb/s which is less. 100 Mb/s = 12.5 MB/s

You're probably getting 0.98 MB/s which is criminally low yes but it's equivalent to 7.8 Mb/s

Normally whenever it shows the 100 I am suppose to get, stuff downloads pretty good and fast

It's weird. I do a speedtest on my phone it's low. I do it on my laptop it's higher. Not quite the 100, but it's like...in the 40s
