Tbf, While Cornette was sympathetic to Bret, he also did not agree with Bret wanting to just hand the title on RAW the next night. Like he mentioned, everyone was a bad guy in this.

yeah I think he is a bit of a mark for the business when he says this. Brett loved the business too, I really don't think he would disrespect the title ever. he just wanted to lose in Canada

It sucks because Earl Hebner basically got put in the most untenable position of everyone in the company, having to be the one to actually make the decision.
