Yeah the kayfabe is they put it on the ref to get them back into the ring. My head canon is if they call a DQ or CO then the Yakuza would have had words with said ref

ECW basically used those rules too they just added more leeway with outright interference and wrestling, people seem to act like they were the first with relaxed count out rules though

I like to see it as well as that the fighters' code prevents most wrestlers to want to win via countout or DQ as that would be dishonorable to their fighting spirit and they would beat up the ref if they started acount

I think normally Japan does it well. Even with Kenta and Hikuleo recently where they did a title change by CO, it was basically like the referee finally gave up on being able to get them back in the ring after they started throwing each other off bleachers and hit him down the stairs
