Or book a Triple Threat with two falls, one for each title. Then have him getting the first fall and when it looks like he's getting away again with both, have someone else snipe it.

I'm pretty sure they just don't wanna do any bullshit finish, but rather if he loses the next time, it's gonna be decisive. So all kind of screwy finishes wouldn't work.
