what I personally suspect is that much like how they booked themselves on Year 1, Elite didn't want to take all the screentime after a suspension because the optics internally would be bad

this was my main complaint with early AEW tbh lol it was so obvious they didn't want that "VPs are booking themselves too strong" complaint and the Bucks more than anyone were hurt by it
