the Raw and Smackdown roster has plenty of people. They just didn't announce them because they have no storyline reason to. In a perfect world they'd announce more people but if they announce Nikki Cross, or Dana Brooke, nobody gives a shit so why bother announcing it. There will be a couple NXT women at most I'd think.

can they not be in a storyline and announced for the rumble< i always found that an odd thing. I get it for the ppl who have matches on the card but outside of that, idk. there is kind of no one exciting announced, hence why everyone is just assuming Rhea is winning (which is fine, Rhea should win, but some big names also in it would help )
