Cole was calling himself the leader of the ROH BC since Omega was in Japan more than he was in ROH. He even tried to fire the Young Bucks for loyalty issues until one PPV where Omega appeared on the tron and the bucks kicked Cole out instead. It all built on BTE where the killed him too or something wacky lol

Cody though legitimately beat Omega on ROH PPV for the leadership of BC and this is what caused the Firing Squad to get sick of the Elite. You can even find NJPW press releases where they did call Cody the leader.

It wasn’t until a later show in Japan that Cody sided with Omega against the Firing Squad that Omega was leader again and they tried to pretend Cody was never leader.
