European should be SD, Cruiserweight can be SD or WCW, Women's on Raw, Hardcore on the show that doesn't get the CWs.

WCW should get hardcore since they also have ECW imo but that's for you guys to decide

As for vacating, I suppose that's up to you. If you draft the champion that holds your belt, you can keep it on them. If someone else does, them they will be stripped since it's your belt.
