Last fall when Tony feuded with Ciampa and Pete Dunne. He beat both of them in the feuds and they got called up after that.

Scratch that, he feuded with Pete last year and he got called up. Earlier this year with Ciampa and he got called up. Next week, he will beat Santos and get called up.
