Xbox has the same thing, when you go to buy a game it says something like "gift to someone" but i've never used it.

Oh yeah you can def gift with steam cause one of my friends bought me the Witcher and is still mad I never beat it lol I told him I wasn't even gonna play it in fairness

Yup. "A Steam gift purchase is a one-time transfer—after the recipient has redeemed and installed the gift, it is now a part of his or her Steam games collection. Also note that you may only gift new purchases—you may not transfer games you already own. That’d be like wrapping up and presenting the toaster you’ve used every morning for the past year."
