The opening scene to 1978's Dawn is in my opinion one of the best openings to any horror movie out there because it fully sells the viewer on just the complete chaos of the situation. Nobody wants to listen to science, nobody wants to believe the world is ending, and because of it, the government is forced to enact harsher policies such as martial law and military action. This only further divides pockets of the population who already have an innate distrust in the government and in the police because they are the disenfranchised and the downtrodden minorities. I would argue the first half-hour of Dawn of the Dead is one of the most intelligent, concise, and politically relevant pieces of cinema *ever*.
