Vice City is one of them. Its based on Miami, F.Y.I.

Houston would be the more industrial, gang ridden area. They could have swangas and the whole Houston rap culture represented. And then New Orleans is the more historic, cultural area. Night life. Voodoo type shit. Cajun culture.
